Sonny Angara joked<\/a> (after saying he was inclined not to seek office after his second Senate term ends next year) that he might run for the House of Representatives, after all, if only to abolish the Senate. With colleagues like Robin Padilla, the surprise isn\u2019t a senatorial half-joke but rather, why Sonny isn\u2019t an alcoholic. After all, it says a lot\u2014and says little\u2014about the Senate, that it\u2019s the House threatening, at least through press releases, to investigate former president Rodrigo Duterte over his supposed \u201cgentleman\u2019s agreement\u201d with the president of China.<\/p>\n<p>In our constitutional setup, it\u2019s really the Senate, which, by design, has a national constituency and perspective, that\u2019s supposed to exercise oversight over the chief executive when it comes to foreign affairs\u2014this is why the Senate alone ratifies or rejects foreign treaties entered into by presidents. Then again, the House can argue that at the rate its membership is going, it has to do something. Exhibit A: ex-speaker <a href=\"https:\/\/newsinfo.inquirer.net\/1929946\/afp-vows-loyalty-to-chain-of-command-after-marcos-ouster-call?utm_source=(direct)&amp;utm_medium=gallery\">Pantaleon Alvarez and his invitation to the armed forces to withdraw support<\/a> from the current Chief Executive.<\/p>\n<p>All because the previous chief executive is blowing hot and cold about that alleged secret deal, a problem caused by his own people, one of whom said there was a deal, and another, that there wasn\u2019t\u2014with the ex-president thundering about the lack of education of the current President, when the latter opined that he was shocked at the idea of a secret deal in the first place.<\/p>\n<div id=\"billboard_article\">\n<div id=\"bb_box\">\n<div id=\"div-gpt-ad-mrec1\" data-google-query-id=\"CM26n8G43oUDFZjYFgUdna0HYQ\">\n<div id=\"google_ads_iframe_\/21631601933\/inqphv1.opinion\/columnists_mrec1_0__container__\"><iframe id=\"google_ads_iframe_\/21631601933\/inqphv1.opinion\/columnists_mrec1_0\" tabindex=\"0\" title=\"3rd party ad content\" src=\"https:\/\/d3da25b5fb178c25faf739080f4ada4d.safeframe.googlesyndication.com\/safeframe\/1-0-40\/html\/container.html\" name=\"\" width=\"300\" height=\"250\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\" sandbox=\"allow-forms allow-popups allow-popups-to-escape-sandbox allow-same-origin allow-scripts allow-top-navigation-by-user-activation\" data-is-safeframe=\"true\" aria-label=\"Advertisement\" data-google-container-id=\"1\" data-load-complete=\"true\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>The Chinese Ministry of Foreign Affairs for its part has insisted there was, indeed, a \u201cgentleman\u2019s agreement\u201d and an earlier one besides, to tow away the decaying landing craft whose lonely crew our armed forces keep resupplying. That\u2019s Tiger Diplomacy for you\u2014doing no favors to its own friends and allies.<\/p>\n<p>Gathered in support of the exes\u2014the ex-president and the ex-speaker, to name just two\u2014in the former Promised Land of Davao, were several thousand New Loyalists carrying signs ranging from \u201cImpeach BBM\u201d to \u201cJustice for Quiboloy.\u201d Even in his home turf, the numbers didn\u2019t dazzle, which, combined with the Apollo Quiboloy \u201cprayer rally\u201d in Cebu last February, shows the limitations of the ex-president\u2019s popularity\u2014and drawing power. It may still be the most sizeable, but it seems passive and not active. Put another way: the ex-president who took pride in killing people power so it couldn\u2019t be used against him has also proven he can\u2019t summon it for political purposes. No one doubts the former president\u2019s headline-hogging, viral-causing abilities; but his bark is no longer matched by his bite.<\/p>\n<p>The Vice President, for her part, is speaking softly and wielding a big stick. She has refused to comment on China, while her <a href=\"https:\/\/www.pna.gov.ph\/articles\/1222702\">Hugpong ng Pagbabago has proceeded to expel the Uys<\/a> from its ranks: the offense of the Uys\u2014Davao del Norte Vice Governor Oyo, Davao de Oro Vice Governor Jayvee, Tagum Mayor Rey, as well as Davao de Oro Rep. Maricar Zamora\u2014was their national affiliation with Speaker Martin Romualdez\u2019s Lakas-CMD. All politics is local and the local \u201csomos o no somos\u201d challenge is already being made a year ahead of the midterms.<\/p>\n<div id=\"mgid-pad\" class=\"mgid-desk\" at work here. The first is that there is no one as easily forgotten\u2014or ignored\u2014as an ex-official, and that includes ex-presidents. This isn\u2019t to say they aren\u2019t without influence, but it is to say that we are a society that is pretty hard-nosed when it comes to reminding the formerly powerful that they aren\u2019t top dogs anymore. <a href=\"https:\/\/www.quezon.ph\/1967\/01\/11\/our-undemocratic-mentality-january-11-1967\/\">Writing in The Philippine Graphic in 1967<\/a>, my father put it this way: \u201cThe manner in which we treat our public officials is another indication of an undemocratic mentality\u2014we refer to them very impertinently when they are not around, and yet when they do make an appearance, we practically fall on our faces before them.
